This charter is designed to give our members an understanding of the Strike Force rules and guidelines.  If edited, notification (with changes identified) will be posted.
It was officially approved on January 13, 2007.

1) Mission Statement

Simply put, Strike Force is a community Clan which encourages good teaming, good spirits, and good friendships. For us, it's all about community. 

2) Branches

  1. Purpose
    Super Group Branches have been created to foster the positive development of the clan community, not rivalry.
    There are multiple branches on multiple servers, and in some cases branches have been created to fill specific purposes. Here is a summary of the current Strike Force Hero and Villains Super Group branches:

3) Branch Leadership Structure

The titles and responsibilities of Branch Leadership officers will vary from branch to branch. Generally, positions will encompass the following responsibilities:

  1. Head(s) of Branch
    These officers have the most difficult job in Strike Force, and consequently are the "glue" that hold our community together - their responsibilities include:
    1. Maintaining invitations, rankings, promotions, and transfers
    2. Settling disputes between clan members
    3. Settling disputes between the community and clan members.
    4. Building relationships with the CoH/V Community, to better Strike Force's presence in-game.
    5. Upholding the reputation Strike Force has built over the past few years.
    6. Maintaining the roster and player base in the best interest of the clan.
    7. Maintaining and upholding the rules provided in the Strike Force Clan Charter, both in-game and out.

  2. Base Design
    The officer (and supporting officers if needed) in charge of base design has a specialty position held in high esteem within the clan, and comes with high expectations. A base encompasses many facets of design, and requires an officer who is willing to put in a lot of time to design with many things in mind, such as base raids, teleport facilities, and general design that fits within the SG "culture". Responsibilities include:
    1. Researching base design using CoX Guide and other online resources
    2. Communicating Salvage Needs/Collecting Salvage from players
    3. Installing Teleporter System ASAP for Base Ease of Use
    4. Working with Agents to Quickly and efficiently design/construct base
    5. Develop base design to be both functional and liveable
    6. Working to make base Raid-Ready as soon as possible
    7. More Responsibilities posted as needed

  3. Recruitment
    Officer(s) in this position have a key role in the clan. The person who holds this position must do their best to maintain a full roster of active players who meet the requirements necessary for being a good Strike Force member (see other parts of this Charter for more information). Responsibilities include:
    1. Inviting members to the branch
    2. Contacting Inactive Players/Players with no prestige
    3. Booting Inactive Players
    4. Working with other SG Branches to fill holes in their rosters
    5. Setting up recruitment drives when needed
    6. Posting needs/ideas on the forums regularly
    7. Working with head(s) of branch to improve aspects of our community
    8. Setting up influence/infamy drives, etc.

  4. Events
    Officer(s) in this position have the role of organising and coordinating in-game events and promoting member participation. Responsibilities include:
    1. Organizing events (posting in forums, encouraging participation by making announcements in global/coalition chat, using the branch and global channel MOTD, etc.)
    2. Coordinating events on the day
    3. Posting event summaries and screenshots in forums where possible
    4. Involving members in the organisation and coordination of events

  5. PvP (Player v. Player)
  6. Officer(s) in this position have the role of promoting and improving PvP teams and strategies, whether for base raids, arena matches or in the PvP zones in game. Responsibilities include:
    1. Promoting PvP events/teams within a branch and between branches
    2. Coordinating teams/strategies with members who are interested in PvP
    3. Scheduling PvP events
    4. Posting needs/ideas/strategies on the forums regularly

4) Decision-Making Process

  1. Definitions:
    1. Branch Leadership: the director(s), in consultation with section chief(s) and agent(s)
    2. Council: The Strike Force Clan is run by a council of dedicated players in both CoH and CoV, aged between 20-35+ and from 3 different countries. This decision was made to ensure that no SINGLE PERSON assumes control of the clan and to ensure better and fairer representation and issue resolution for clan members.
    3. Membership: the members registered on the Strike Force Clan website.
    4. Decision: a decision that is voted in favour by a majority. A matter is brought to vote when a motion is passed. Motions can only be made by directors or members of the council, and are passed if two additional people are in favour of the motion.
    Decision Responsibility
    1. Day-to-day matters relating to specific branches: Branch Leadership (for more information about a specific branch and its leadership organizational structure, please visit the "Branch Organizational Charts"page).
    2. Key matters relating to the direction or structure of specific branches: Branch Leadership in consultation with the Council
    3. Matters impacting the clan as a whole: Council and, for key matters relating to the direction or structure of the clan, in consultation with the Membership

  2. Decision Process:
    1. For Branch Leadership, a decision is made when the majority of directors vote in favour of the motion. If they cannot agree, the decision should be raised to the Council.
    2. For the Council, a decision is made when the majority of council members vote in favour of the motion. If they do not agree, the motion fails.
    3. For the Membership, a decision is made when the majority of those voting vote in favour of the motion. In each case, the Membership will be given a minimum of 2 weeks to vote. [NOTE: majority is defined as the majority of members who vote within the two week period, NOT a majority of those registered on the forums]

5) Recruitment

Strike Force is always looking to add good people to the community and actively recruit on both the Heroes and Villains side.

  1. If you want to apply, you need to go to the Strike Force Clan website (http:www.cityofstrikeforce.com), register with guildportal and post a little about yourself in the “Applications” section. Applications will be reviewed and you will be contacted via the forums and in-game for an invitation. You will also need to say that you have read the Charter and agree to be bound by the rules found there.
  2. If you are a member of Strike Force and want to recommend it to a friend/person you meet in game, please ask them to follow #1 above. 

6) Member Responsibilities

Rule of thumb: THIS IS A GAME. Don’t take it too seriously and avoid drama! As a member of the Strike Force clan, you are expected to:

1) Play with integrity and fairness

  1. Player vs. Player (PvP):
    There is zero tolerance for disrespectful behavior of any kind in PvP.
    1. If you carry a Strike Force moniker under your name, remember that you represent the clan
    2. Use appropriate language
    3. Don't spam
    4. Conduct yourself honourably regardless of the actions of others. Don’t argue with other players, trash talk or insult other players/SGs or their tactics.

  2. Power Leveling (PL'ing):
    PLing is NOT condoned. What you do with your play time is your business, but we ask that you don't make it anyone else's.
    1. No asking for power leveling
    2. No asking for assistance power leveling
    3. No asking others to participate in power leveling
    4. No defending/condoning power levelers

2) Behave with consideration towards other people in the game and towards other clan members.

  1. Treat all members with respect whether you like them or not. There is zero tolerance for anyone who is disrespectful to any of our fellow members because of their sex, sexual orientation, race, creed, or religion. We pride ourselves on being a diverse community, and expect all members to respect this diversity.
  2. Use acceptable language (avoid profanity) and take into consideration that humor does not always translate well when typing.
  3. Conduct yourself with maturity (especially when you disagree with another SG member). Try to address conflicts one on one and leave it out of public channels. Contact the head(s) of your branch or Council member if you have any problems you think can't be solved by simple conversation. DO NOT take matters into your own hands if you cannot POLITELY resolve a situation.

3) Participate regularly in clan activities. This includes teaming with SG members, attending events, participating in SG nights and posting in clan forums. It is understood that members cannot attend all of the events, but if you want to take a more active role in your branch and/or clan, this participation will be taken into account.
Members are welcome to participate in the coordination of events and encouraged to organise SF member-only events by posting in forums. However, we ask that members do not organise public events under the SF moniker without first discussing this with your Branch Leadership.

4) Help other SG members.

5) Earn prestige. SG members should always play in SG mode. If you need influence/infamy or SOs, feel free to ask for help, particularly in forums.

6) Let us know when you are going to be absent. Real life is always more important, but if you want to avoid being removed from the SG branch(es) because nobody knows where you are, please post in the 'Away' thread in the forums. Please read the sticky and provide all necessary details so that your toon will not be removed from the SG branch(es). If you plan to be away for more than 1 month, you may be asked to move your toon to an 'alt' branch if such is available.

7) Register on the forums. The Strike Force forums are the ideal place to connect with the SF community and get to know your fellow SF'ers better, find out what's going on through the Calendar, ask questions, vote on decisions that will affect the SG as a whole, or just have a casual conversation. While registration in guildportal is mandatory as part of a new recruit's application (see section), forum participation is not. However, it is important to note that where a huge portion of the SF community happens, and similar to participation (#3 above) for those members who want to take a more active role in the SG at some point, forum registration and participation will always be taken into account.

7) Promotions, and Basis for Promotion

  1. Please see individual branch requirements.
  2. Generally, leadership positions are communicated via the forums. Information will be supplied at the time positions are advertised. Positions are decided by Branch Leadership in consultation with the Council.
  3. Council positions are by invitation only, and are only made with an agreement of the majority of the Council.

8) Player Communication

There are several methods of communication used within the Strike Force Community: Global Channel, Online Forum, and TeamSpeak (TS).

  1. Global Channel
    The global channel exists as another way to foster community between the SF branches and enable members to team and level, as well as have fun chatting. Access* is granted after new members demonstrate that they meet the requirements of this Charter (see Section 6: "Member Responsibilities"). Individual branches may have different requirements. For more information about a specific branch and its leadership organizational structure, please visit the "Branch Organizational Charts"page. Council members act as operators in the channel to invite new players and ensure members are following Section 6: Member responsibilities. The general rules/guidelines when using the Global Channel are as follows:
    1. Use appropriate language
    2. Don’t spam
    3. Be considerate of others
    4. Failure to adhere to #3-5, or to comply with requests from a Channel Moderator, will lead to a warning in the first instance. Repeat offences will lead to silencing and (if necessary) removal from the channel and the clan
    5. If an incident arises, please try and resolve it out of the channel if possible. If you cannot resolve it politely, please speak to any of your SG branch leadership through in-game tells, or forum emails.

    *Note: in some cases, former SF members who have maintained a strong relationship with the SF community are sometimes allowed to remain in SF Global, and will not be removed unless they do not follow guidelines regarding appropriate behaviour.

  2. Coalition Chat
    The Coalition Chat channel spans all branches in a server for CoH only or CoV only. The Coalition tab is the primary communication tool within your server for heroes or villains.

  3. Forum
    Any member, regardless of standing or SG, can register and participate in the forums. Please see Section 6 ("Member Responsibilities") for more information.

  4. TeamSpeak (TS)
    TeamSpeak is an application which enables people to speak with one another over the Internet that is free-of-charge for non-commercial users (i.e., it is free for SF members). Numerous members of SF use TS regularly when playing. More information on how to set up TS can be found on the forums.

9) Policy for Demotion or Removal of Members

If you are not fulfilling your member responsibilities, you may be asked about this by one of the leaders of your Branch. In the first instance, you will be given a warning and an opportunity to discuss the issue with that person. Any further infractions of your responsibilities as a member will be dealt with on a case-by-case basis, but may result in you being moved to a more “casual” branch within Strike Force (such as Alpha Strike Force), or in some cases, removal from the SG branch and clan.

In relation to the global channel, failure to adhere to Section 6: member responsibilities or comply with requests from operators will lead to a warning in the first instance. Repeat offences will lead to silencing and (if necessary) removal from the channel and the clan.
