Parish Council Meeting Minutes

At the start of this new decade, we wish you all a Very Happy New Year, but it is also good to celebrate some of the special events that happened in the village during 2009.
We may only be a small village but there never seems to be a dull moment. How do all these things come about? I believe we have a unique community of villagers that pull together and do their very best to ensure we preserve and enhance the facilities we have and create new ones when the need arises. This only happens because you all work so hard and give so freely of your time. Congratulations to you all and let’s hope for another cracking year and decade for the village.

Down Ampney Spring Clean – Can you Help Please?
I am sure you have seen the litter along our country lanes and sometimes down footpaths and bridleways. It is proposed to have a Spring Cleaning session on Saturday 13th March meeting in the Village Hall car park at 10.30 am. If we can get lots of volunteers we can split the village into sections and it will only take a very short time. We will provide black sacks for general litter and larger pieces can be put on the verge side so we can collect them with a trailer. We will also provide litter picking sticks and heavy duty gloves. This is a good time for picking litter as the undergrowth has died down and the new growth will not be long enough to hide any rubbish. We would be most grateful if you could join us.
New Footpath & Bridleway Signs
There are a large number of laminated signs displayed around the village showing public footpaths, bridleways and permissive footpath routes. As you know it is a serious health and safety problem for land owners when the public stray from these pathways and we would ask that you study the maps carefully when you are walking to ensure you a keeping to the proper routes. We are currently working with the landowner to try to secure more circular permissive routes and if walkers respect the current network of walks we have a good chance of increasing them.
Annex to the Village Hall
Building work will commence this month and we would like to remind parents to ensure their children keep away from the building site and machinery for their own safety. Thank you all again for your support for this project, the village has a very exciting time approaching and the summer will see our new shop, post office and café area opening for all to enjoy.
Speed Checks in Down Ampney
Following recent discussions with the local police they kindly came and carried out speed checks in the village on 3rd February both in the morning and afternoon. The results are interesting with 100 cars being clocked at both sessions. In the morning 16 cars were driving 31 mph or over with one car recorded at 41 mph. In the afternoon 12 cars were driving at 31 mph or over and the highest recorded speed was 35 mph. The police officer was pleased with this result as the majority of cars were keeping to the speed limit and the officers also spoke to members of the public asking them to guess the speed of approaching cars. The majority calculated the vehicles were travelling in the region of 45 mph but in reality the calibrated laser showed speeds of between 25-30 mph. Apparently it is usual for pedestrians to perceive cars are going a lot faster than they actually are. Also pedestrians believed lorries and vans were going the fastest, in fact it was found they were going much slower than the cars.

You will shortly be notified by CDC that our rubbish collection days are going to change. The current news is that from 15th June our collection day will be TUESDAYS instead of Thursdays. Look out for the official notification from CDC
In the 2008 Parish Plan there were requests for land for allotments. The following was put in the April Newsletter. We have had preliminary talks with the Co-operative Group about using some of the waste land near to the children’s play areas as either a communal garden with areas to grow vegetables and/or to provide a small number of allotments. In order to progress this we need to know whether there is a true demand for land for people to grow their own fruit and vegetables, so if you feel you would be committed to such a project will you please contact me and let me know, either telephone or send me an email and I can put you on a list. The project will be dependent upon the generosity of the landowners and our ability to show that there is a clear commitment by villagers to use the space and keep it well kept, so it does not become an eyesore in the centre of the village. I have had only three people responded. If we do not have any more people interested I do not feel we can proceed with talks with the landowners.
